That's a bit backwards. I mean, of course we want the gameplay to be good, but "things ought to be good" is a bit of a nothing statement. The most important part of a porn game is how the porn is integrated into the game. Compare Eroico to Succubus Affection, where the sex happens not just as a defeat condition but as something you're supposed to do; Eroico has more polish and is arguably better as an action game, but I don't exactly boot up this game every time I'm horny, whereas SA is one I've played through at least twice because the way the sex works is much more satisfying.
Although I agree that either of these approaches is leagues better than the hordes of asset-flip VN trash made in Ren'py or RPGM.
