this game is so poorly optimized , hitting 67 degrees on something so basic is a no no, i can run anything perfectly fine so its not my system

Looks like this game is broken at the moment, first the UI doesn't translate - only the flavor text, settings and main menu seem to translate properly.
Also, none of the development stats change regardless of what action is taken..
