Correlation, not causation. Steam loosened their terms for what could and couldn't get platformed ages ago, and when they did the floodgates were open. Porn, shovelware, non-game software, they've had absolute fuckloads of absolute garbage on there for ages, and allowing porn wasn't the cause.
