You can raise your charisma by visiting the broadcast center (2nd row of buildings, 2nd column, small square structure).

You first have to visit the school to raise your intelligence to three so you can fix the woman's radio.

Mac: I can't get the mac version to open. I know how to approve things via the security and privacy settings but it doesn't even show up there. It gives me one warning "“Fallout.app” is an application downloaded from the Internet. Are you sure you want to open it?" then it wont open again.
