I got it to 6. I think the RNG for the events to happen is really low for some reason. Also pretty sure save scumming or going back and forth doesn't help at all.

Using the arrows to go back and forth is how I progressed it consistently, it might take a few tries though.

In the settings, there is a chance setting button, click that, you can increase the chance things happen with school and street events. Once you have a higher chance, once you are on the University screens "working", you can press F5 to refresh the page and try to get events to appear. You can get 4 of them in one work shift if you do it at all the right screens.

In settings you can turn up the chance probability. Then use back button to scum it. You can get three a day if you are patient.
