sooo, i got the crane upgrade but i wasn't able to get the elevator key from that prisidente, can anyone tell me the time and condition to get the key ?

how do i get to the top "north area west" there are alot of chests and unexplored areas there i cant get through, is it through the savannah maze with the multi paths?
also while im asking how do i get through here? i still need to find yumir boss one last time (i think) so i can get that boulder moving. Please help
