The elf shows up a bit after you meet her employer. The employer is in an area not too far from the inn. You may need the tower opened to meet the employer.
The woman on the right is met (but doesn't become a companion) as part of the army influx. She becomes a companion once winter is entered and she is discovered hurt in the field.
