I can't find this event. Where is this event located?

Does anyone know how to get the "Slightly cooler nights" event to activate? I have met all the listed conditions, but I don't see any event in, what I assume, is the dangerous alley (area in the city where harassment happens even while not exposed).

Edit: It unlocked after seeing club event and reaching exposure level 30. I don't know if those things had any effect, but if you are having issues, you can try it.

It's a good game... If you can get past the game breaking glitches and errors. One of which is triggered by using a key part of the game

It's been a while since I've last done this one; but usually in these cases you need to merge the files in when you move it: not entirely replace. If it's a patch and you just replace the whole folder you're gonna be missing files.
