No, that's not how software versions work. They're not decimal numbers or percentages. The way most people do it is that the next version with content after 0.9 would be 0.10 (which is not the same as 0.1), then 0.11, and so on. If there needed to be a bugfix or patch update instead, that would be 0.9.1 (which is not the same as 0.91), and so on. Look up "semver" or "semantic versioning" sometime.

On topic, forview's a writer and comic artist who likes his characters to look more distinct from each other, so the character designs reflect that. I've deeply enjoyed his comics and played a very early version of this posted on one of his sites, so I'm looking forward to this more fleshed-out version.

Really looking forward to seeing where this goes. The "placeholder" stops all over the game makes it slightly frustrating to play at the moment, but the potential is certainly there.
