As a small note from myself, it is a bit frustrating when there are so many locations but a lot of them are not really developed yet at all, so it feels kinda like rolling the dice on if there will be content associated with some action or not.
Maybe at the start focussing on fewer locations and creating some sort of foundation (and maybe some slight introduction that means you will meet certain characters that have more content) might be a better strategy early on development.
I agree that this is confusing at this stage with very little content. However would point out that if the developer actually has a plan for the various paths, this does make the coding and structure of the game easier to fill in said paths in future updates. Plus could make the game internals much less haphazard as I've seen with other such html games when the dev tries to add things in at a later date that require a lot more rework. I.e. measure twice cut once. planning helps out a lot.
