So it won't work with 4, 5, 6, 7, 8, 9 or 10? ..only 3 and exactly 3? I experimented with the saveeditor, and used several different numbers. All variables were above 3. I saw the numbers physically change in the game, but the option still wasn't available. In previous comments, we've decided maybe the editor just changes the numbers but doesn't change the way the game recognizes the variables.
I actually saved my save in a different slot near it, then changed 42 to the other slot number, and it worked fine. I can't see myself scrolling all the way down to 42, when I only have a couple saves between 1-7. lolI don't remember that either. lol
But probably the decision is let Tristian lie, cause the Philip of my save is romantic type. He didn't tease Juwete, didn't let witch take advantage of him... So I think he didn't want to disappoint Isabella and honestly the brothel scene is not his fault in my opinion(Maybe, I only remember his father took him there).
Then again... RPGM's save system is really horrible! For that situation, you need to save anything in the same slot #42, then replace it with my save, which will work properly. So actually you didn't need to overwrite your old save.

No. It works with 3 and above. I'm 100% sure, I just checked it myself again (and no, I didn't play the game few times to check it out, I simply changed the value of variable with debug console). Maybe you just changed values of wrong variables.
You need to have at least 3 intimacy point with prince - it's more of a romance with him thing.
After trying it several times, I could easily figure out which variables were changing and which ones were not changing. Although, one of his variables was not even showing up, so I couldn't edit that one. But, I changed variables to totally different numbers till I figured out which ones were changing. I'm pretty positive I had both of her variables at 10 one time, and at 20 another time, and the option was still unavailable.
