You can't romance him, he's a fling/hookup encounter like the green tea doctor. To find him go to the Park at night when you're midway into the game(sometime around 10th session/day).
Me too, I started to squint my eyes when the release date got pushed back several times. And the final nail in the coffin for me was when the game finally released, the Tomoki+Okan+Oki polyamory route after story was missing entirely, only to be released later in the guidebook(sold separately, of course!). I suspected that they ran out of funds and time(and maybe patience) and had to cut it out from the game.

Due to the lack of a replay gallery, here is a save dump that I tried to make complete as possible. Just unpack in /game/saves
saves.rar - contains save files 3-1 to 7-6
Scenes for Sota, Remi and Kovit
saves2.rar: contains save files 8-1 to 12-6
Scenes for Rald, Lenga, Oki, Okan, and Oki/Okan
saves 3.rar:
13-1 to 13-3: Hisami scenes
13-4 to 14-4: Heart Event 5 scenes
14-5: Sir Schwarz DLC CG
14-6: Doctor Ken DLC CG
15-1 to 15-5: Bad End scenes for Sota, Remi, Kovit, Rald, Lenga
1-1 is a post-game file that allows running the Hisami ending (if, I believe, you get >30 Hisami affection and 2 or less heart events for each other character)
If you want to unlock the NPC CG scenes, load up 13-6 and talk to all the NPCs:
