You know while i do see your point in "giving them dicks if they're not going to use them" there could still be more creative ways to express dominance over MC, to give those futa dicks a use/reason and still give the player a wiggle option if they prefer to not take a dick up their arse.
Just as a quick not fully fleshed out example: A futa/trap let's sota fuck her but her dialog makes clear that if he's not doing a good job enough that he'll be the one on the recieving end instead.
Maybe then present an option for the player to choose if he's doing good or not so good and have the scene unfold to match the choice. There's still place for dominance and her spicy dialog and the player can choose to get fucked or not.

And even if they don't use their dick up MCs arse there are so much ways to use them still or make MC use them (or do lighter things? Handjob, buttjob, thighjob etc...).
I don't know, sounds more like the dom aspect pinpoints in direction to force/pressure MC to just let them use his butt because his smaller and a meeker type.

Well, do you have the outline of the story and what happens mostly ready or do you develop the plot and everything on the fly?
i mean, if you have a clear vision of what you want the characters do and how they will be interacting with each other already, you could tell us if someone other (not MC) fucks someone else from the 17 people you mentioned earlier (with their dick probably) and we would have our answer about NTR. Maybe not how F95 or NTR Critiques would define it but for those who want to know if it's avoidable it should suffice, i guess. I think you're overthinking the game. Maybe the concept and the way I wrote the summary made you think that way, but just as I like futa-dom, I also enjoy male-dom futa.
