OK so one thing that did trigger the event was to have average sized boobs, not sure what other triggers are needed, i have 100 percent willingness and a pretty high female rating

You can do 1 of 2 things. develop the Female genital serum on the weekends or just add it via console commands. here are some keywords if you'd like.
