I Think your problem is that you opened the file before it finished decompressing, that can damage the files. Decompress them again and wait 2 minutes before opening the file this time.

If you google the error, you'll see that the dll file matches with a MS Visual C Runtime. Download it from Microsoft and install to get it working. Even if you already have a runtime, you may not have that specific version installed (I think 110 matches up with the 2012 runtime installer).
