How do I find Stallion? There doesn't seem to be anything to do in Liamel cafe besides getting food/drink.

Then you are not looking very hard as new stuff is added every 3 months, you can check the change logs to see where and what was added.
So is it not currently available? Not sure where the pushkin cafe is if it isn't the liamel one
