Due to problems such as Sveta having nothing to wear and the cost of replacing clothes none of the stolen clothing outside of the swamp actually get removed. Its a game balance vs realism issue.

When I made these filters the plan was for uniforms to be used more in the game but the writers haven't exactly embraced it.

Depends you might be at the end of what is there so far, keep in mind sometimes when you talk to someone it opens up content with someone you have already talked to for example. You can learn more by hanging out with Radomir at his house and no there is no dating him.

Have you seen the therapist for awhile? It can be possible that he has "command" you to remove or to only wear certain clothes.

Yeah, I’ve actually been to the therapist in the game, and I just noticed that with fetish and striptease outfits, it says "You really want to wear it."
At first, I thought it was some kind of bug, since every outfit felt wrong ,but I guess it’s not a bug after all.

It has to do with you inhibition score if it is not low enough to let you wear certain clothes you get that.
I previously replied to the advice given, but I posted here on the forum in a slightly incorrect technical way. Eventually, I realized that what I had thought was a bug was actually related to the therapist the "You really want to wear this" texts on fetish and striptease outfits disappeared, as well as the line "You pick up the outfit and think about trying them on... but you don't really like wearing these types of outfits," after I used the Reset therapist states cheat. So it wasn’t a bug after all, but part of the game’s scripting. Luckily I saved before testing it.
One question though: has the Blackmailer Quest somehow remained active from Pavlovsk? Even though the character is already living in the university dorm, the mother still gives "punishments" in the evenings based on the photos she receives. Does this continue as part of the story later on in the City, or is it just a random event that keeps happening until the end of the game?

I honestly don't know, i know that story arc is being worked on, but again this is a story arc I personally have never worked on. Mostly I work on the pav school, pav teachers, pav students and their families, the university, uni students, and many of the locations located on the island in the city. I do a bit here and there as well but that is the main area's I work on and know about.

If that is from you living alone in the city, that is very old content, as in original game content that we have never really done anything with YET, other than clean things up a bit.
