Anywho, you are thinking about this incorrectly. The packs are just collections of short sexual videos. The game supplies the context. So far, to my knowledge, the only two games that use these packs are about willing sex workers. If you want NTR content, you need to find (or make) a game that tells that kind of story.

Don't know about the creator thing, but I also think it's because most of the famous trans porn actresses with enough content already have a pack... At least most the ones I know already exist
