Charlotte is much more composed compared to Shika, it makes sense to perceive her as wiser and by extension, older.

It was a supposed witty answer to the guy shaming people for considering Shika a kid and liking big boobs.
I only recently played through this, but in the top right (of most screens) there's the heart/H-card menu (when you click the hear it will open a screen called 'Girls Relationship'). Click Tomoe in there (though this applies to advancing anyone). Mouse over the card you want to progress.
The first card can be done as soon as you complete Yui's wood collection quest. The second card requires you to complete the first card and the quest 'Sakura Town'. The third card will appear as soon as you complete the second card, and explain how to progress. All three cards are really just 'follow the instructions', where 'talk to her' often means going into the store and clicking 'Talk', but it could also be clicking her on the street, or just visiting the store.

So this was me being clumsy but I had the same "problem" and I thought I was going to her shop and resetting the time of the day multiple times in an attempt to fix it until I realized I mixed up their names and I was visiting the other girl who owns the shop (Tomoe).
It probably doesn't apply to you, but there might be a chance you've mixed them up.

Got some of my ports deleted by the moderator team for using APKadmin before it was "approved" by them so all my ports are up to date but only on my discord and website.

No he is correct it seems like a bug, it shows Mayu's heart event as not completed and just keeps saying to go to her fuckin house in the morning. I don't think this happened in last version I played.
From the alley (exit of your house), go right. When you're facing the forest gate, she's to the right (opposite Yui). You probably need to visit her 'shop' display and talk to her. (Same goes for Tomoe; sometimes you need to talk to her, sometimes you don't.)
I've managed to clear all of the events in the game (I did another run through to see if I'd missed any story content), so if you're stuck on Mayu then there may be a hidden blocker (read: another event/girl).
