Its a bug yes.
Is fixed in the latest japanese version (1.05), but doesnt look like the english translation was updated to that version yet, or if it will be.
According to CI-en , dev also added couple more scenes to the reccolection room that he forgot and a npc that sells u stuff to increase or decrease your H lvl.
Thanks for your reply! For now, I could only use others' saves to see the events afterwards.

You would need to ping the translator for them to update the game to 1.04/1.05 .
Yeah, I am stuck.
I need the Titjob Interrogation, but I am missing the first word. From reading here it seems like for this word I need the Busty Exposure-Skill, which I also dont have. I talked to every NPC and have reached the point shortly after the start of Act 3. In Act 3 I only talked to the guy living next to Shinos house and giving her a Copy of her and afterwards I used the copy to get the Word west in Worn-Out settlement.
And from there on, no chance, I need to the Titjob Interrogation, but no idea how to get it.
On an unrelated note, I also can craft the Brain Smoothing Device, but lacking the word Brain (I used it on something else before).
Patch is installed via the GameUpdater in the game folder itself.
EDIT - found the solution, I just never crafted the Busty Exposure/Big Breasts Revealed Skill.... I thought it was greyed out because it was so dark...

click the big breast revealed , will unlock busty exposure, and find the boy at street, love icon , u know how to do
