Can someone tell me which quest and/or item I must purchase to be able to do the cunnilingus reward for Hazel in the bar (service check)?
I might have to check but don't think you need anything to do that one. Just do a service check when she's in the bar and depending on whether she did good or bad, you can reward or punish her. Since you said reward, I would expect she would have to have had a good review for the check. But I also want to think it doesn't matter, basically you can chose to reward or punish her regardless of what it says she did. If you don't get that one as a reward, try others that are in the list. Might be you need to have done other rewards before it will let you do that one.
No item required. Just progress the story. Cunni does not involve any non human objects unless you consider asari an object.

Thanks. At this point in my game (40% on Quests), that reward is still red (unavailable). When I click on it, I get a message that I either need to complete a quest or buy an item. I figured no item is required (at least that I would need to buy), buy it's been red a long time, and I am hoping whatever quest I need to do is soon.
It is somewhere between 45% and 60% and they just unlock. No extra steps.
Can anyone tell me if the "spinoff event" (I don't like posting public spoilers) matters to the plot at all? I hate these kind of spinoff event things when they destroy the momentum and pacing of a story, so when I realised it wasn't ending after a quest or two I just started skipping everything and it still just drags on and fucking on forever.
If it's going to be that long, I assume it's actually important to the story (which I do care about, so I'd put up with it if so), so I'm tempted to reload my save from before it, and would like to know if it's going to be worth the time.

Yes it is part of the story so it matters.
You cant progress without playing that part.

don't worry, that and afterwards are just funny.
still everything from a to z and 0-10 is tied to game.
I have all the girls' stats maxed out except for Hazel's submission, which is 5/10. What activity raises her submission. I feel like I've tried everything, but obviously I missed it somewhere. Thanks in advance.

Not possible atm i believe.
You can find ingame how to raise certain stats of the girls.
