I can't speak for Runey, but I imagine making the sex scenes optional is more to do with Steam, so you can disable them at the start of the game and just play a visual novel about a guy running a hotel filled with pretty ladies.

I doubt that. There is ton of hardcore porn on steam.
I think it has more to do with Harem Hotel being an AVN and not a porn game.
I don't think Steam is a viable option though. AFAIK HS games aren't allowed to be sold there.
Personally, I think that all sex scenes should be optional in every game, because you never know who is going to like which character. No matter what you think when you are making your game, or how popular (or not) some characters are, there are going to be some who hate them, and others who love them. A good way to get people to stop playing your game, is to make them fuck someone they don't like.

In a game with a large cast, sure, but games with smaller and more focused stories can pretty easily justify having a few unavoidable scenes. Particularly the games where you're already in a relationship with someone at the start.

I will be honest with you, starting a game, with a relationship, is a huge turn off for me. I hate when they force me to have a specific girlfriend, like College Bound, or have sex with certain people, like I quit one game because the first sex scene was forcing me to have sex with some chick who was bragging about her breast implants, something I can't stand.
In fact, if I had not already loved this game, there were a couple of scenes near the start that got me close to quitting, were it any other game. I can't stand being forced to do things, it's why I don't do femdom stuff too.
One of the reasons I like western VN's is that unlike their Japanese counterparts, you do not generally have to play through each girls' paths, in order to unlock the harem ending, which then forces you to have all 5 girls. Which, always includes one of 5 tropes, one of which is always something I can't stand, like a loli, or violent (Type A) tsundere, or something. Western Sandbox games usually let you go after any girl you want, and as many as you want, and are much less likely to make you do them all. Being someone who is very particular about who I fuck, I like that a lot.
Most of the sex stuff here is optional, and I love that, and making the rest of them optional too, is only going to make it easier to enjoy. Even if that is only for stuff going forward.

For me, it depends on what kind of game you're making. A sandbox game or seemingly sandbox game where the player either drives the plot themself or is intended to feel like they're driving the plot should have optional sex scenes since there's either true player agency or the illusion of it. Harem Hotel is a good example. Games that are more tightly plotted where the player is just along for the ride and might occasionally be asked to choose a branch can get away with mandatory sex scenes so long as the scene is important to the plot of the story being told. However, those games should also have a much smaller cast than something like Harem Hotel and the game should introduce a mandatory sex scene very early on so the player understands what they're getting into. And by "much smaller cast" I mean "maybe four love interests on the high end."
While I can see it, you can almost always guarantee there are going to be some that some people won't like. That said, I also generally avoid that kind of game any more, unless it's a parody of an IP I like or focuses on one of my kinks.

To be fair, you can certainly guarantee there's going to be something that some people won't like in every game anyway. Some people don't mind mandatory sex scenes, others like it, and others don't ; as some people won't mind smaller cast, likes it, or prefer larger cast.
Personnally I also like when it's optional and I don't mind the size of the cast as long as the game itself is relatively not so badly done. I always try to get them all anyway so I don't mind mandatory at all unless it's something like sharing or ntr. What's bothering me is those games where you HAVE to choose one girl only (especially frustrating when all the girls are all into MC but for some reason you can't be with them all), and you have to replay the game in order to see all the girls' paths, but then it's also frustrating because you still have to reject other girls you may like.
Anyway, I guess it's all about options. If harem endings with all the girls and sex scenes were all there but optional in every games, everyone would be happy. Well not everyone, I'm sure someone will find something to complain about in the end but you know, like I said, optional but a possibility is kind of the best way anyway.

Is increasing Lust random? I've been trying to max out Lins for 2 days now and it's been stuck at level 2. I maxed out Ashley and Maria immediately but Lin is getting to be a headache with Lust.
No, it goes up every time you do some sex act with the girl, any time they get a point of 'slut', they also get a point of lust.
Now lustful, when they hit several points of lust they wanna go at it in the morning with options of finish or edge. Edge them and continue doing things to them until the lustful scene where they take matters into their own hands... each have degrees of femdom and degrees of rapeplay.
