Does anyone can detail how to kill the mayor? I cut his head off more times than Scylla have arms and yet he cheated death everytime. People at steam reccomend just bonking his ass with shield to stun him but what good would it do if I can't kill him? Am I supposed to kill the Arthur guy or something?

Did he transform to your character previously? Unfortunately, he is immortal until he transforms to your character. You can't skip fighting your doppelganger
