Yes. They've been saying for over a year it would be harem and it does have harem in the tags at the top of the page.
My guess is that the searchable harem tag was added because in the game you can start a flirty relationship with multiple LIs with all of them knowing and being ok with it. The lack of harem as a genre planed tag is possibly due to the dev themself not considering this a harem game due to it not going to have a harem ending. Which is fair, I wouldn't really call any game where you have to chose one LI at the end a true harem game.
This is a harem game. No idea where you got any of that info about "choosing an LI at the end" but it wasn't from us.

If you don't know, then perhaps let people who do know give an answer. Hypothesizing like that is just going to confuse people.
so is this gonna be a full harem or partial like the HAM & HAMSandwich paths in Bare Witness
Been answered several times already in the thread, but it's an (optionally) full harem where you can be with as many or as few of the main LIs as you want (depending on choices you make, of course).
