And the former are often people who take the original character, throw in a couple more moves, and re-release it. Your best bet is to try and track down the author of whoever made the character you want to add. Or find the character on some obscure forum hardly anyone knows about, to begin with.

In a nutshell, if you saw a video of an H-Mugen character - check the comments for that video, and if nothing is there then just give up. The game/framework is so old that the modding is mostly dead and whatever is still alive is that much of a convoluted mess.

Unfortunately this, the best resource was this community, you can still download stuff (honestly if I could I would make a backup of it

but beside that sometimes they will write a password whose only hint is an HAIKU, is ridicolous how elitist the japanese can be, entitled to a sense of ownership for characters they did not create in the first place.

I know next to nothing, only that you have to use Fighter Factory Studio to modify/create the characters.
You can copy an existing one and start from there, if you can drawn you can do it directly there or import your own images.
