After more interactions with him, his encounters will function as the in game gallery, with one or 2 options of him naked and one dressed like the rabbit girl
I am still having the issue where I cannot interact with upgrades besides the first set.
Based on what people have said earlier in the thread it seems like running it with locale emulator should fix this, but it hasn't:

I'm pretty sure you need either high luck or high negotiation to interact with him like that.
Even with over 60 stealth, I couldn't get him, but once I started leveling luck+negotiation I was able to catch him.
It's probably luck and/or stealth, I never leveled negotiation and I could still catch him

It's not related to any stats. It's related to amount of times you see him and how much hentai stuff you already saw. You can have everything at 999 with a cheat save and that won't guarantee the proper gallery unlock interaction. I think the first time I unlocked him was while doing a City run the 3rd time, there were probably like 4 or 5 times Okina caught him but he ran away before she managed to talk to him.
Still holding out for some hero to make a mod that removes all the goddam flashing. And I'm not talking about getting your tits out. Every time this game updates I give myself genuine eye strain.
I thought this was the case but am not especially sure. On my latest run I happened to have pictures taken quite a few times while at low stats but didn't see him until levelling up. It's difficult to say without datamining honestly. Regardless it will happen eventually if you just keep playing.

developer has not expressed plans. but the game is quite simplistic so emulating it should be easily possible.
Find a pole with a bunch of energy drink to squat on it for a few years, and eventually you'll cap out
Can someone help me? I kinda don't understand how to progress. Becouse to save levels, money ,items and stats you need to win run but you back to beggining befor your run if you lose. Fighting is almost in beggining imposible without items oneshot from punch or overload in body parts. So i don't know what i do wrong
