Ok so the game is tracking how many time you interact to get money so that events can trigger and you can report back to Bob once they happen to further the plot.

After you buy the 2nd room in the boarding house Helga will show up and mention her sister Olga is looking for a place and give you her number. Go to the green phone in the entrance hallway of the boarding house and call Olga and that will begin her content. I don't know if you can go straight to the Olga content first or if you have to go through Laila's stuff first.
He's mentioned, Helga and Arnold are supposedly living together in his room, but you don't actually see him. I think the dev said they plan to actually have him in the game later. So for now, just the Grandpa.
