For the statue: Admittedly, the idea of hilichurls building statues out of all the statues of the seven we raze to the ground is not only hilarious, but the extra element of blaspheme really makes it great.

In regards to the whole voice acting thing...eh. I'm neutral on the subject. Given how much money it would take to actually get enough lines even with AI, I wouldn't be surprised if its off the table for a good while. Using official acting can help bridge the gap...but it's also worthless when you consider that the vast majority of what would be needed are lines that none of the voice actors would be speaking in the slightest. As I'm pretty sure the topic of "hilichurl cocks" hasn't come up in genshin even once.
For now, I'd rather the focus be kept on getting the game systems developed and working, then perhaps the topic can come up if AI has progressed enough to be feasable to handle an entire game casts worth of lines. (The characters we have right now are already up to 28, 27 if we count that one of them will be leaving by the next update)
This isn't to say that I'd turn up my nose to it, but it is very important that we avoid Feature Creep from overtaxing what is essentially a one man operation right now. Honestly, this is the sort of thing that would be perfect for modding instead. ENers could have english, CNers could have chinese, etc.
The other half of the problem is that right now, there is a major VA strike going on that is causing all sorts of nastiness among both the playerbase and officially hired VA's. Focusing on it right now might bring unwanted attention to this project while both sides are itching for the chance for a moral victory. It would be better to wait until after the project is completed before poking the proverbial beehive, as I distinctly remember when that one Valerica mod for Skyrim was basically skewered and slowroasted the second anyone caught wind of a porn mod trying to emulate official voice acting.
Given how long it will take to get all the way to Natlan, and to say nothing of the fact that units may require additional lines on the way there, between new breeding units, situations, and features, doing it piecemeal runs a higher risk of potential shutdown than waiting until we know exactly how much would be needed, and then doing it in one swoop before anyone catches on. This project needs to remain under the radar the entire time Genshin is still under development, while they only need to find out about it
once before DMCA's start filtering in.
TLDR: It's best to only piss off one group at a time when trying to do something sneaky. Let Theo cook, and then perhaps
later we can worry about stuff like parsley and basil.
