1) Did you upgrade with the 2nd Katheryn ?
2) If you have it 100% conquered, then you should be able to do it by clicking inspect and going to the icon with "developing points" written below.

Since Ningguang is a Vision-holder, she should be captured regardless of method used to defeat her.
But I heard she has three secretaries who don't have this kind of protection.

Use a lawachurl (with units which are able to cach) and a cryo samachurl, the pilar of the samachurl will make your lawa able to reach the Chamber with the jump

I've fixed the bug so in the next stable version you can use your old save files. Still it is not recommended, because you won't be able to get many weapons/artifacts since you've already defeat their owners
