I think its just an issue with how these games are released. With how Devs work, they give out little chunks over a pretty long time, where it takes 1+ years to get a full story if its even ever finished. When you get 1 chapter ever 3-4 months that gives you an hour it FEELS like nothing happens every time you play it. If the game was released all in one go, so someone didnt have to play they game over the course of a year it wouldn't be nearly as negatively received.

I think it's one of the two options. Either he's a bad guy (ex: being paid by someone to follow Emma) or he's trying to help MC (ex: saw someone suspicious but wanted to check himself before telling MC).
