Well in order for me it's Emma, Suzi, Charlotte and Lucy but I don't really like rating them because it doesn't do the Lloyd women justice because of how awesome they are.

Too late. She cast her spell on me long ago.
It seems like Lucy is being unfairly sidelined. I hope this is just a matter of the dev focusing on the most popular route first and will eventually give Lucy more content.

can't really give my opinion on this since I never played her path but I know there was some preview renders awhile back of Lucy for this update in a camping trip or something. I assume gonna be in Part 2

I played it a while a go but I'm pretty sure Lucy's path is the first one you can get in a game (at least from main LIs).
If you're talking about amount of content, well, that's another question.
