Correct me if I'm wrong. It's pretty common for soldiers serving in the same unit to get matching tattoos. The MC served in the same unit with Steve for probably about 10 years. Why does the MC have a tattoo and Steve doesn't?

Not an american so i can't speak for them but generally soldiers do it on leave as a group. No group pressure if someone do not want to have one it is just a "blood brother " type thing. By doing the tattoo you are all like family. Again no one will be treated different but the tattoo feels like you are closer.
