It has some specific requirements which limits things.
With the current selection of in game supers there is not really anyone for Faye to do it with.
Which is issue one.
And to make it a competition you'd probably need four girls.
So that's issue two
Plus Darkhound's other supers have not seen work since before the game
So the supply at hand is a bit limited, and very dusty, issue three.
So even if Aly and Natasha applied to go up there with Faye (and emptied the lab) it'd still be one girl short, well two, as Natasha is completed.
Could wing it with some guests I suppose, but the only ready made supply there is my girls. And sure I have plenty in Faye's range as it happens (boys will be boys). But while I don't mind Faye getting some company, tit fights? Not really into them.
So over to Darkhound, reeeeeaaally sugar it in (I recommend chocolate), bring archeologists and gear, and if the aliens that build the pyramids are available? Grab them too

According to the walkthrough to start Eva's breast quest you need to have a walk with her at the beach with her skimpy bikini. Are there any other requirements to start the mission? I don't know if my game is bugged or am I doing something wrong (and I tried dozens of times... different clothes, different time of day, alone on the beach, other girls on the beach).

Not trying to be snarky or judgmental, but have you tried using the 'Search' function in the upper right of the screen on F95Zone? I ask because this question has been answered numerous times.

I'm not seeing it as you being snarky or judgmental. To be honest I visit F95 very rarely and - I'm not going to lie - didn't even though about using the "Search" function. Maybe it's because somehow I believe that asking a question is more accurate. Didn't want to anyhow mad others by doing it that way.
I don't remember if I tried it with the Diet Coke scene already achieved, so maybe it's it.

I guess the idea is that the tit fight is a game where more than one girl can be the winner like the wet t-shirt duel or the butt fight. And so have a winner scene for each girl. Otherwise it's very boring for an event like this to be done only once and not repeated, with all the potential that it entails.
I actually want to see the big girls like Ivy compete with Faye, Natasha and against the twins to see if in a duel like this their muscles make a plus. It would be very exciting to see who is the strongest girl on the island.

Which leads to one of those breakfast moments where Cthulhu looks up from latest Kaiju Kup news and say "Your Island?" and Joy stops halfway into a mouthful of 'Did I say that out loud' cereal.
(expect to see her more on the Island, because Joy is groooounded)

Kinda wish there is more intimate details to the progression here. An island full of women and I can sleep with any of them but I still wank myself off in the bathroom alone in the hotel room.
Stuff like making a girl your girlfriend that sleeps with you in your room, asking her for a handy when I'm horny. Hell re-using some CGs and adding some dialogues to show me that yes indeed I am having some progress with girl A here would go a long way of feeling more engaged.
As it stands it's more of a buffet dinner and picking which one I feel like going for.

All joking aside, everyone has to remember this is a huge and complicated update.
The tit fight was teased for years. A date with Joy is completely new.
Most incredible of all is the redo of the girls' conversation.
The dev has to take out, redo, and replace something that has been there from the beginning.
Once something like that is started, the only way is through. You can't just push it off until next update.
Just be patient, and give the creator some leeway.
We're getting close, but we're not there yet.
One of us will let you know when we get to testing.
