In your inventory there's a key item called Slime Wetsuit, use that via items > key items.

You can find #3 as memory in prison. [part of Tibo quest]

Also after escaping prison I get locked out of menus [can't open inventory, save etc.] - ver. 0.30b

Edit: #13 if from submitting to a gang of guards in prison, past the golden key door, prior escaping.

0.31 fixed that bug
You can get #14 after accept Arlo's (the hyena in the werewolf cell) offer.

from Tibos quest. after getting his package from the minotaur cave, check the bulletin board in the inn, then go find him in the wilds (dont remember where, i think it was to the right of the inn) after you do cutscenes happen n you arrive in werewolf prison
