A simple rating won't answer that, but a review will tell you why the rating is the way it is.
People have different opinions and it's quite common for some people do downvote a game just because it has a kink they don't like or even because it has DAZ or HoneySelect models. This doesn't help anybody.
No long ago I've seen on steam a rating for a strategy game that had some anime portaits, nothing lewd at all, but somone downrated it with this two words "no sex". This is literally a worthless rating, because the game is in no way even close in that direction.
a) there will be still people who write in depth reviews, they will not be forbidden if you remove the minimum so i don't see the problem here.

b) if reviews are decoupled from ratings, this does not matter who want to write reviews can do that.
that's also the minority of people.
and yet steam ratings still work better as this sites rating system.
one dudes vote is complete useless under thousands of ratings.

Is it? Just because they write something like "The graphic and animations are bad, the dialog is not coherend" doesn't mean that's the true reason for the low rating. There are even many that admit openly that they write bullshit, just to be able to downrate a game because of kinks, sometimes even in the review itself.
Sure, that proves that reviews won't stop them, right? Not really, this 200 letter restriction is enough to prevent a fuckton of those people to downrate purely because of subjective personal taste on a whim.
That game had only a couple of votes, so yeah it did make a difference.

actually you can they have about they same amount of downloads. It's also not a good idea to mix buyers / copy holders with downloads.
no, not really. we have no game here with few hundred downloads and you can only download on steam if you buy, so yeah...
tbh i don't really know how you can come to such a ridiculous conclusion.

Ok to start with you don't know the name of the game he used as an example and simply assumed that it had max 100 buyers, you then used some random game as an example and claimed it had thousands of downloads. By doing this you are creating an example bias in your favor to try validate you point. Unfortunately for you that backfired.
Given that a lot of indie games receive a lot more updates than porn game here, if we are you go off your 100 buyers, then it is very easy for that steam game to have the same amount or more downloads.
Remembering for clarity and context that you provided NO time frame, exact download number or any other details.
If the steam game get 3 updates a month, that is 3600 a year at 100 buyers.
3x12 = 36
36x100 = 3600
and those ARE unique downloads not including re-installs / verifying files etc.
Given that there is no way you can actually tell how many times a game has been downloaded from F95 or how many of the downloads are for the actual game and not for mods / walkthroughs / sigs / translations / etc. and given the low update count my statement is correct.
I'll also point out that because you compared buyers and downloads, you shot yourself in the foot because many of those thousands of downloads are from the same people updating their game. If you had stuck to owners of a copy of the game, your math would have worked out but because you went with what you "thought" was the bigger number and DIDN'T do the math, your last reply is incorrect.
I'd be interested in how you came up with yours? How exactly do you know for a fact how many downloads a game on F95 has? Other than just making up some random number in your head?

Yes and no. You did say it and in the context you and your suggestion about how F95 should separate ratings from reviews - your statement to Hagatagar:
Does appear to a reader that you are saying that should your suggestion be used, that one vote won't alter thousands of other ratings of a game on here.
As far as I know, Being a Dik is the only game that has over a thousand reviews on here.

They post their issue somewhere and expect or hope that one of the few staff members see this in this sea of posts, instead of writing a ticket that directly goes to the staff.
