Yes. The game is still in dev. Don't be fooled by "v1".
It looks like they are focusing more on side characters and quests now.

i've camped the hotel for days and didnt see the cook opening any quest for the other ticket
*edit:
i restarted the game, and one of the cook shows quest mark on night time in the kitchen. He asks for a steamed rockfish in exchange for the ticket

they just uploaded the 1.3.2 update over on cs rin. You can grab them there or wait for someone to upload here

Although it says version 1.3.2, I think it might be a patch before the bugfix, because I had some problems with it.
If someone can't stand it, try it, but it might be worth waiting a little longer.
