Innocent suggestion: would it be feasible to add a cooldown to random events? So that you don't run into another encounter in the same room, right after the previous, sometimes repeating the same. Or is it an integral part of how the game is designed, to "grind" those encounters and slowly shape the NPCs' stats to where you want them? It just feels a little repetitive.
Maybe a cooldown for location, and another for event: something like 15 minutes reset for each room, street, etc and 24h cooldown for any event, so that you can't get it more than once per day. Then, a dice roll to decide if any event plays out, before another dice roll to pick which event.
My guess is that, right now, there's a chance that no event plays, pooled with a chance for each possible event for that location, which makes it so that in places where there are a lot of possible events, the probability of getting one is pretty high, making you, at some point, start ignoring them.
It could make events feel more rewarding if they were not so frequent.
