This game has plenty of competition. Every other porn game on patreon is competition for it. That's the flaw with the patreon model, it doesn't encourage anything. It doesn't encourage people to stop supporting, as most people support patreons for a few dollars a month, and because development teams rarely see jumps or falls based on whether or not they're putting out worthwhile content there is no motivation to get more work done. Even ICSTOR, who hasn't put out any content at all in nearly a year, is only starting to see his patreon numbers start to fall in recent months.
Summertime Saga is not a valid comparison to Innocent Witches as the last Summertime Saga update had more, higher quality animated sex scenes than Innocent Witches had in four years. Summertime Saga typically updates three times a year with a solid amount of content. Let's say 10-12 sex scenes a year, which when compared to the two scenes total across over four years of development on Innocent Witches renders your comparison moot. They're not even remotely the same, your feelings on the subject are woefully inaccurate. The Summertime Saga dev team will probably do more work this week than the Innocent Witches team will do all month. Not because the Innocent Witches team is lazy, but because they're incompetent and don't know how to design a game.

say what you will about the pace of the updates...and I have some opinions there too...but the art in this game is 10/10 top notch and I wouldn't compare that to summer time saga or whatever. Personally to me (and possibly objectively hehe) the art in this game is higher quality.

Considering everyone in STS looks the same, there's no doubt. Though the big Luna and Daphne scenes look a little unsettling in a way, and Daphne in particular looks like she's balding because of the way they drew her hairline at that angle.
That aside, the size and frequency of the updates are pretty bad for what's now 11K/month, but anyone complaining about it here probably shouldn't be as they're more than likely getting it for free.
So I chose to stay in the current chapter at the end of Act2 ch1 to finish some bonus objectives, but now clicking on the pensieve doesn't give me the option to move on to ch2. Do I need to do something else to move on now?
Honestly not sure there's anything past Act II, Chapter 1. Doesn't seem to be anything, and that's kind of strange when you think about it, as there should be some sense of where you're going, or hints that a thing to come that isn't just "oh we're adding a potions lab".

Pretentious is, by definition, an assumption of dignity and self importance, ostentatious behavior, or having no factual basis. At no point was I any of those things. Feelings can and are consistently wrong as feelings are rarely based on logic. Fact of the matter is that Summertime Saga, whether you like it or not, releases decently sized updates while Innocent Witches is four years into development and you have two sex scenes, some oral, and one spanking scene. Less than what was in the last SS update. Milking an audience with nothing over a four year period is not even remotely like milking an audience over a similar time frame... with actual content. Slow content, but content nonetheless.

The innocent witches folder doesnt appear in the appdata\roaming\renpy route. Any help would be greately appreciated

That's weird, that persistent file only unlocks a handful of memories across the girls. Should it be all of them?
