ElevenLabs is currently the best and I'm also hoping that there's an open source/trainable alternative soon.
Until then, I did some tests with this one:

using British English Emma on slow for some narration and was pleasantly surprised at the base quality. I then used Audacity to change the pitch, add some EQ, and soften the low/high range... simple stuff based on a couple of YT videos.
Just with those little tweaks, IMO it's better than silence or just "aaah, ooh, uhhh" if you can't afford or don't want to use a pro VA. Best for narration or simple talking, but with some more tweaking, you could "possibly" get decent conversational dialog.
Tip: always use a VPN. Not foolproof, but better than running naked through a stadium full of 3-letter spy agencies.
