Does anyone know how to get the last outfit in the middle for the four girls in ARC 1? Also is it possible to get to Rank 5 with Shizune, Kurenai, and Anko? I started ARC 2 with them being at level 4 and they wasn't on my list of girls for some reason so was wondering if i missed something?

By definition it isn't, it is netori. There is a difference in who does it to who.
Netorare, netorase, and netori are all NTR. This is why it's important to actually say what you mean.
You have to visit the girls in the day until they do an event. It's gonna be tedious.

Thank you yea the problem was I forgot that I made it to where they couldn't masturbate so every time I visited them their lust was too high and they just jumped my bones instead of talking with me I had to make it where they could relive themselves then got it Sakura= Nurse outfit talking to her 4 times at the office, Ino= apron working at the flower show four times, Tenten= rock lee/guy sensai suit talking to her 4 times at training ground, and Hinata= maid outfit talking to her four times at mansion you can do it at level 4 or 5 control your comment save me so much time I was about to start over thinking I missed an event somewhere so thank you

I was never fully sure I finished act 2, didn't seem as definitive as act 1! But I got the celebration scene then moved onto Act 3 (although the saves didn't carry over and I forgot to manually move them over, I don't know if that means I missed anything... I know I started Act 2 on an Act 1 save but it didn't seem to make much difference.)
I *think* I've done all or maybe most of the content for Act 3 currently in the game. But the OP mentions a bug fix for the card game and I don't think I've come across the card game, maybe I'm missing something? All the girls have two outfits blacked out as well Mabui isn't saying she's found any new ways to get outfits. (I've unlocked the Harem and Maid outfits)
I've never actually watched Naruto I came here for a Mind-control game (and I enjoyed Nano Control) so figured I'd give them a go. But the mind-control stuff does appear to have eased off a bit in Act 3... The clones don't have the same feel as when we were capturing and controlling girls in the first two acts.

So, how do I unlock the Halloween Event? I've done everything else, so now I'm stuck.
Iirc, talk to Mabui and ask about the missing outfits. There should be a dialogue about a book or a box for us to open which will lead to the event. You might have to find the first batch of missing outfits first though, I'm not sure.
I kept asking her, but nothing. Already got the maid, harem, and bunny outfit. Is it a bug?

So uh.. I started the game, and after few lines of retrospection Mabui took MC to the room and asked if he likes it and then I am thrown into town screen with absolutely no clue what to do. Isn't there some kind of prologue this time? I remember first releases of Arc 3 were quite different. Like no I have absolutely no idea when or where Kushina came from. The entire lab wasn't even explained. Or the four main girls are not here and only Shizune, Mabui and Tsunade are present. What do I even need to do now? I feel like majority of introductions was somehow skipped.
Edit: Okay, seems like the problem was that all additional options like Karin being enabled was the cause. It just shouldn't be accessible in the beginning and eevents associated naturally came later.
But the same as person above - I am unable to access the Halloween Event. I think I did everything else. UNLESS the maid thing is the Halloween Event, but it would be kinda weird, since it has nothing to do with Halloween.

My game started pretty much the same way and I just had to essentially roll into it. Did you figure out how to play through arc 3 in order to reach that point or is this just how arc 3 is meant to be? Some fully unlocked menu in a tower and you building a town while mabui sends letters to girls?

So from my understanding, you should IGNORE all the options about Karin and Kushina. They shouldn't be here in the beginning. You need to have materials to raise the four buildings to have four maing girls come back before plot moves further. Only somewhere during that process there is Karin and Kushina introduction. And after you just habe more things to do. That seems to be all.
To build things you must use resources, which you can get by trading. There is also the sabotaging to manipulate the prices. Honestly if ifyou want to do it "the right" way, it's grindy as fuck. Perhaps I don't understand entire system yet, but manipulate prices between sabotaging, buying and selling seems like it will take a lot of time, and sabotages also have cost. And items earned from bears during patrols doesn't seem to count. I didn't see any option to sell it. So yeah, eventually I went for cheats. Too much of a bother to not use them, especially when game isn't complete yet.
I think I managed to do all current story content, I am only unsure about the Halloween event.

Will other great girls from the Naruto series be added in Arc 3 through cloning or mind control like Hanabi, Konan,Yugito Nii,Fu, Rin Nohara, Yugao Uzuki,Guren, Hanare,Hotaru, SasameNatsuhi, Isaribi, Shizuka,Pakura, Tayuya? There are others but these are the ones I thought of off the top of my head most are filler girls all would make great additions to the village.
