So i believe in this case that this games are allowed, even more because they are 'unrealistic'.

i've seen some games get on here (that one sonic and cream game) were said character is just a toddler, they use to be very strict about it but now it seems the mods dont care

Is not that they don't care, i can assure you that they are seeing everything and judging everything, is that they are able to distinguish between real life and a game, even more because that game is complete unrealistic and the "toddler" look already mature, but like rule 7 said, every thing is judged apart.

so what counts as to realistic that game doesn't hide what it is and what its intentions are the original creator is a child predator (not an accusation this is fact) just because its a cartoon rabbit doesn't make its subject matter not pedophilic and law wise while in america it might be a grey area in other countries it counts as cp

To me right now it seems that the mods are being pretty relaxed with this rule lately, like there's some games that are clearly loli that have been posted "recently" (Not really but it's been only some time) and there's no problem with it.

So for the NPC games that have some loli, you could try

Why are there so many NPC games like this?

Half of it is because it is bit of a fad the other half is because of how easy they are to make, you don't need a story or to build any sort of combat mechanics or set up complicated flags for plot progression all you need is art and a believable setting. It is a type of game that can be made by a single person in a moderately small amount of time.

Ah right, another thing I wanted to say, but inside the folder, there's another folder called "Location of the events", and inside it there's a picture. That picture tells you pretty much where every event in the game is, so if you are confused, you can probably use that.
