That sounds like it's just perspective or preference. I think a better argument is that Willy is married, Roshi is not. on top of that, in the game's setting chichi is a widow. But from my understanding of NTR isn't it only NTR when the person being cheated on knows? one way or another this is just cheating from chichi (since she knows goku will be revived (I think)) and willy's perspective on eachother's spouses.

Hmm, honestly the scenes with Willy isn't really NTR (unless you count his wife) since Willy didn't force, blackmail, etc Chi Chi into sex. She did so of her own free will, even purposely seducing him so as you said it's just cheating. With Roshi or Grandpa Gohan you can consider it NTR since they used leverage against her to get to the sex but even then it's iffy as she was still thirsty as hell and doesn't resist too much.
As for your understanding of NTR, nah even if the person being cheated on doesn't know as long as it happens and there's at least some initial resistance by the love interest it can be considered NTR. Hell there are some games where the guy doesn't know about what's happening until the very end or even at all.
Yeah, me personally I like voyeuristic or netori perspective because usually when it's the woman's perspective you can tell just how weak the writing in the game is. Like, you see how easily avoidable the situations she gets herself into are and it just kills it for me when they try to make her out to be this poor soul. I much prefer when it's like "she was always holding back her lust until the netori break the dam" thing or "even if she hates it she has no choice" thing.
