It kinda breaks the game, or rather, it completely changes the dynamic of the game and it looks like the devs want none of that.
With 0 control you're the one who dictates the pace, since you'll never lose by being passive. You're free to forever farm gold, buy edicts and train stats in a perfect way, because there's no pressure on you to keep moving. No need to risk accumulating unwanted passives or to pick a dicey fight.
I like the thought behind it, but the way it's implemented and the time it's being implemented at, is a rightful pain in player's ass. You can't just keep pressing on, because half the game's missing, if you contain yourself to lvl 1 and 2, the game will now punish you for camping but if you go for lvl 3 you'll still get fucked because the balancing is a bit off right now. Damned if you don't, damned if you do.
