You can still download mods from workshop, you just need to use steam's own tool called steamcmd instead of workshopdownloader website.

Yeah, it's an anti-piracy measure and also an incentive to buy games from Steam over other platforms.
That requires you to have the ownership of the game on Steam.

This is not the case for all games but in this case you are right.
Basically, nothing would be any different even if valve didn't close the workshopdownloader, some games just don't allow anonymous downloads, it is up to the developers. Karryn's Prison is one of those games.

.Tested it on a game which I don't own and I am still able to download the workshop items so you are correct.
The difference here is now pirates/users who don't have the game on Steam can't download mods that are exclusively on the Steam Workshop unless if the dev allows anonymous downloading.

I have downloaded many mods using steamcmd for many games. Here, project zomboid(pz) mods as an example since you've asked for examples, look at my steam library to see if I own pz:
I don't know how, but I'm pretty sure your steamcmd is somehow able to access your steam account to check if you own the game, my guess is either you've steam open in background or because you put it in the same folder as your steam installation, but could be anything tbh. Normally, steamcmd shouldn't be able to tell if you own the game or not when logged in as anonymous. This isn't something I'm making up, check the closed workshopdownloader website:

Nope but as far as I know, the Prisoner Mode Titles are upgraded versions of the Warden Titles anyway and will replace them.
Thanks boss, went down to secretary, ended up beating it super fast and realized how big the difficulty gap between it and warden is.

Man, I would gladly buy this game on Steam if I could do so and properly hide it from all my friends so they don't know I jerk off to a porn game about gangbangs involving lizard and goblin dicks.
