If the files are included in the CCMod version then yes. I can't say it 100% sure, because i don't play that game. This version is the maingame with the ccmod included.

It's in www\data\Skills.json
Find Cock Kick's line then find this code: n<Cooldown: X>
Then change it to whatever you want, I'm not sure if you can have instant cooldowns. I changed mine to: n<Cooldown: 1>
