as Fledder noted, same place for all edicts, office phone, select the fort level 3, and there are a set of edits for the gym

I already unlocked the gym, the problem is how to do a good gym since the reputation won't increase
are we just maxing out the prisoner/guard? or should we do something else?

Apparently it can make wanted prisoners easier, but you'll probably never notice a difference. The gym is implemented extremely poorly and is generally a waste of time unless you're actually looking for sex.
