I can't keep making money honest way on Prisioner, but I manage to barely scratch up on Warden by kicking security's asses pretty often as well as keeping order low enough, to have subsidies covering expenses. Then I try to clear first three levels from anarchy so fast as I can do it safely.I set the prison starting income at 1000 instead of 400 in uh Warden mode, invested in the workshop, and bought the bulk drug edict to reduce costs. Bought the prison training and cafeteria. Then I spent the first sixteen days just faffing around the first floor without fighting Tonkin. Seven days of using newbie title. Then I equipped the agility boosting title. I haven't triggered any titles for dex or I'd be wearing that one. Planning on grinding out more time to get the Cleave maxed out.
Money is rough if you want to do a purity only run, sad to hear that it's hard making it even if you give in and do the jobs though. I notice there aren't a lot of edicts to reduce expenses without going corrupt either. It's pretty lame, yeah.
Edits are pretty dangerous thing since it's them that take most of your money, so you should be careful when you are going for the new one that increases expenses. You also should deal with "crysis edicts" pretty fun, but keep in mind that some of the best edicts for an end game require you to make all the right choices in several mutually exclusive edicts (especially the one that makes so that you have no riots but in exchange you pay money every time riot should been happened... I screwed this one before and not yet tried to go this route again.
There is also issue that making most money-making building, except of bar and reception, is pretty dangerous before you unlock insurances, because they will be regularly damaged in riots. But they both are not very profitable, pub if you don't work in it isn't really a source of income and making reception source of income just not worth it.
