It's planned to be paid dlc apparently for the steam version. A bit greedy considering it's not even a massive update and doesn't do much in terms of gameplay like the other side stuff.

that is really stupid of them. I remember they were writing in steam updates that dlc would be free. If thats the case and DLC is paid I'm definetly pirating their next game.

rem mentioned they are deciding between 4 and 5 € for the dlc, it may seem bad, but it's not that much considering they had to pay for voice actresses

This is a save after beating level 4. Most edicts are unlocked with basically unlimited money. There's also very few (unavoidable) passives in there. It's a testing save so have fun with it
