They were revering to the developer build of the mod, it's how the website the mod is on refers to the different versions of the mod available. There's the "stable / complete" version of the mod for the previous game version (.7A) and the "development / dev" version for the update to the new base game version (.7B).

As the actual mod developer has said, they have nothing to do with the base game development.

That's a fairly poor way to do it. Just find the SkillPassiveRequirement functions and overwrite them in a new file.

Which file was it that you can see the numbers that are needed for that? and just out of curiosity would making that number suffice
