you are sadly correct
they took YEARS after the game was pretty much finished and only needed a final polish and just... never polished it, pretty unreal. it still is not polished, and never will be.

For a sadist/dom route, I think the first things to do are modifying the game mechanics.. Fortunately, there are, for the most parts, tools and mods easing the implementation of more content. of all the things, first would be slowing down the masochist progression when Karryn reach a certain sadist level, with the caveat of a variable maso passives progression (since spiraling down to depravity is the main theme, Karryn shouldn't be safe to things blowing up to her face, she should have the risk of falling from even higher in a dom/sadist route), a simple formula taking into account the sadist/masochist level difference and the total sum of points in the passives of each side, bigger the number, harder for Karryn to get maso passives and switch to a submissive masochist cocksleeve.

add and modify edicts in relation with a dom route, there are a few that are already more or less aligned with a sadist Karryn (like cold showers at the gym), also add an edict offering the possibility of Karryn to switch to night mode at leisure from her room and at each floors (see next point).

behavioral changes for the prisoners, the further Karryn become a sadist queen getting off on the suffering and humiliation of the detainees, the more they fear her and flee from her in night mode for example. that could also make some prisoners turning into submissive wimps, not attacking her in combat, neither initiating sex, just asking for the sweet sting of her whip and verbal abuse.

for all of that, a real risk/reward system at all stages of the game, cumulative drawbacks from edicts, surprise role reversal during combat if a sadist attack fail on an adversary disposed to make Karryn pay for the humiliations, harsher punishment when losing the confidence trait/losing a battle, a lot more occurences to develop a submissive masochist side if the Fort Ganon dwellers gain the upper hand on Karryn (counterbalancing the slower masochist progression and forcing the player to still pay attention and be prudent in their game runs).

also, keeping up with the spirit of the game, she can still become a sex crazed slut, only this time she'll be in control at the expense of the prisoners.

and, for the end, new endings, still depending on the slut level, but her sadist level adding some flavor, like making the emperor her gimp if virgin, mid to high slut and high sadist, totally rejecting the emperor because she found her way as a queen if not virgin, high slut and high sadist, even going on to conquer the empire with her army of slaves and still making the deposed emperor her toy.

as for content on the 4th floor (sorry it's getting long, I will sumarize, I promise), there could be a riskier waitress game at the pool, a swimming activity with slimes shenanigans and a wet tee-shirt contest mini game (prisoners with squirt guns pursuing Karryn, if she's too wet, she'll get the D, the more Karryn become a slut, more the game is devolving into a massive jerkoff session with her as the target)

the possibilities are endless and, from what I understand, the game is relatively permissive with mods implementation and there's still a fair group of modders willing to work on new things for this game, so there's still a bit of hope to see a more complete game in the future.
